Canada should recognize a separate state in the northeastern areas of Sri Lanka where Tamils have taken control, a Canadian Tamil organization said Wednesday.
Canada declared the Liberation Tigers of Tamil Eelam — the Tamil Tigers — a terrorist organization last year. The group has been fighting the Sri Lankan government for an independent state for more than 20 years.
The move "ultimately accomplished nothing," Gugananthan Gugananthan, a spokesman for the Canadian Tamil Conference, said in a release Wednesday.
"It has, in effect, lent support to one side in an armed conflict by casting an entire group as villains while showering charitable aid on another group — a duplicitous and murderous government in Sri Lanka."
In the year since the Tigers were placed on the list of groups Canada defines as terrorists, nearly 4,000 Tamils have been killed and nearly 300,000 internally displaced, he said.
"Our country ultimately accomplished nothing," he said, so Canada should now support Tamil self-determination.
The federal website listing terror groups said the LTTE is "committed to using a variety of terror tactics in order to achieve its objectives, including attacking political, economic, religious and cultural targets, as well as targeting civilians.
"The LTTE's campaign has included plans to create Tamil-only northern and eastern provinces, and to this end it has aggressively expelled non-Tamils from these regions."
In January, Canada nominated Bruce Matthews, a professor emeritus from Acadia University who has studied the links between religion, culture and conflict in Sri Lanka, to join the International Independent Group of Eminent Persons.
The group will monitor the Sri Lankan Commission of Inquiry into recent human rights violations in the country.
In announcing his appointment, the government said that both sides have said they are committed to peace, but the fighting has produced "a humanitarian crisis and accusations of gross human rights violations."
